If you let a property in Newham, you are operating under one of the most comprehensive landlord licensing schemes in London. Newham Council requires all privately rented properties to be licensed. Getting that licence means having the right documents in order — including a valid EPC and an accurate floor plan.
EPCRATE Services — Quick Links
This guide explains exactly what Newham’s selective licensing scheme requires, which documents you need, and how EPCRATE can help you meet those requirements in a single visit.
What Is Newham Selective Licensing?
Newham Council operates a borough-wide selective licensing scheme covering all privately rented properties in the borough. The scheme applies to houses, flats, HMOs, studio conversions and bedsits. Every landlord must apply for a licence before renting their property. Operating without a licence is a criminal offence and can result in a substantial fine or a Rent Repayment Order, where tenants can reclaim up to 12 months of rent.
What Documents Does Newham Licensing Require?
The two most commonly missing documents — and the ones that delay the most applications — are:
1. Energy Performance Certificate (EPC)
Your property must have a current EPC rated E or above. Under the Minimum Energy Efficiency Standards (MEES), it is unlawful to let a property with an EPC rating of F or G. Your EPC must be issued by an accredited DEA assessor, lodged on the national EPC register, and still within its 10-year validity period.
2. Floor Plan
Newham Council requires an accurate floor plan showing the layout and room dimensions of the property. This is used to assess the size and suitability of accommodation for the number of tenants. Your floor plan must show all rooms with accurate measurements, room designations, and window and door positions.
The EPCRATE Bundle — EPC + Floor Plan in One Visit
The fastest and most cost-effective way to meet Newham’s licensing requirements is our EPC + Floor Plan Bundle. One assessor visits your property and produces both documents in a single appointment, with everything delivered digitally within 24 hours.
| Property Type | Bundle Price | Saving |
|---|---|---|
| Studio flat | £98 | Save £20 |
| 1–2 bedroom | £118 | Save £20 |
| 3 bedroom | £138 | Save £20 |
| 4 bedroom | £158 | Save £20 |
What If Your EPC Rating Is Below E?
If your property is currently rated F or G, you cannot legally let it and your Newham licensing application will be refused. Common improvements that can raise an EPC rating include loft insulation, cavity or solid wall insulation, upgrading to a more efficient boiler, and installing smart heating controls. After any improvement works, you will need a new EPC assessment to confirm the updated rating.

Frequently Asked Questions
How long does an EPC last?
An EPC is valid for 10 years from the date of issue. If your current certificate has expired, you will need a new assessment before applying for your Newham licence.
Can I use an old EPC for my Newham licensing application?
Only if it is still within its 10-year validity period and the property has not been significantly altered. EPCRATE can check the national register and advise you.
How quickly will I receive my documents?
Both the EPC and floor plan are delivered by email within 24 hours of your assessment. Same-day turnaround is available on request.
Does EPCRATE cover all of Newham?
Yes. We cover every postcode in Newham including E6, E7, E12, E13, E15, E16 and surrounding areas.
