The Minimum Energy Efficiency Standards (MEES) require all privately rented properties in England and Wales to have a minimum EPC rating of E. If your London property is currently rated F or G, you cannot legally let it without an exemption. EPCRATE helps London landlords understand their obligations and get compliant fast.

What MEES Means for London Landlords

MEES regulations have been in force since 2018 for new tenancies and 2020 for all tenancies. The key rules:

  • You cannot grant a new tenancy on a property rated F or G
  • You cannot continue an existing tenancy on a property rated F or G
  • Maximum enforcement fine: £30,000 per property
  • Minimum standard: EPC rating of E or above

Looking ahead — the government is consulting on raising the minimum to C by 2028 for new tenancies. London landlords with D-rated properties should start planning now.

How We Help London Landlords Get MEES Compliant

EPCRATE offers a complete MEES compliance service:

Step 1 — EPC Assessment

We assess your property and issue an official EPC certificate. If your property is rated F or G, we identify exactly what improvements are needed.

Step 2 — Draft EPC

Our unique Draft EPC service shows your predicted rating after specific improvements — before you spend a penny on works. No competitor in London offers this service.

Step 3 — Improvement Guidance

Jino advises on the most cost-effective route to reach E — or C if you are planning ahead for 2028.

Step 4 — Reassessment

Once works are complete, we return and issue your new compliant EPC certificate.

MEES Exemptions — Do You Qualify?

If you cannot reach EPC rating E even after carrying out all relevant energy efficiency improvements, you may qualify for an exemption. Valid exemptions include:

  • All relevant improvements made — property still cannot reach E despite all practical measures being completed
  • New landlord exemption — 6 months grace period after inheriting a tenancy
  • Listed building exemption — where works would unacceptably alter character
  • Third party consent refused — where tenant or planning authority refuses permission for works

Exemptions must be registered on the PRS Exemptions Register. We can advise on whether your property qualifies — call 020 3488 4142.

MEES 2028 — What London Landlords Need to Do Now

The proposed 2028 changes would require all new tenancies to have a minimum EPC rating of C. For London landlords this means:

  • Properties currently rated D or E will need improvement works
  • Planning now avoids rushed, expensive last-minute upgrades
  • Our Draft EPC service identifies the cheapest route to C for your property
  • Typical improvements: loft insulation, cavity wall insulation, boiler upgrade, smart controls

Do not wait until 2027. Call us now and we will assess your portfolio and plan a cost-effective compliance route.

Frequently Asked Questions

What is the minimum EPC rating required to rent a property in London?

The current minimum is E under MEES regulations. Properties rated F or G cannot be legally let. The government is consulting on raising this to C by 2028 for new tenancies.

What happens if I rent out a property with an F or G EPC rating?

You could face a fine of up to £30,000 per property. You must either carry out improvement works to reach E or register a valid exemption on the PRS Exemptions Register.

What is a Draft EPC and how does it help with MEES compliance?

A Draft EPC shows your property’s predicted energy rating after specific improvement works — before you spend money on those works. EPCRATE is London’s only provider of this service.

How much does it cost to improve a property from F to E?

Common improvements include loft insulation from £300, cavity wall insulation from £400 and boiler upgrades from £2,000. Our Draft EPC identifies the cheapest combination for your specific property.

Does MEES apply to HMOs and licensed properties?

Yes. MEES applies to all privately rented properties including HMOs, studio conversions and all licensed properties. Every self-contained unit requires its own valid EPC.
